Before assessing such an advert you need to realise what they are advertising. It's a genuine advert but you may not understand what is being offered. To offer the returns as high as 8.5% the product is NOT a cash ISA. It will be an investment (share/stock market) ISA where your capital is at risk. You could lose all your money by investing in this ISA as many investors in London Capital Finance ISA Bonds are now worrying. Many people don't understand that there are different ISAs beyond cash ISAs and some providers are making the most of the confusion.
